THE quality of nominees in this year’s Kingston Australia Day A wards impressed judges so much they decided to create a second Citizen of the Year award.
Moorabbin’s Thelma Mansfield took out the top accolade for her incredible 40 years of community work, but Kingston Council felt Chelsea’s Brian Lowe also de· served recognition and awarded him as the Outstanding Citizen of the Year.
